Should there be a set of general Imperial procedures for approaching a port?
Contacting a port?
Or are there just spacer guidlines for approaching a port?
Or is it assumed that until you visit a port for the first time (or are given reliable information on it) that you have to be told what to do? (Ie is there common traffic control rules and procedures at all ports.)

Are ships required to give destinations (ie their next port of call) to the port before they leave?

Are there fines for not following the port’s procedures?

Are there procedures for picking up passengers and/or dropping off passengers (or other undesirables)?

Absolutely there need to be standard procedures; especially within a Polity (Imperial or otherwise). If there are a variety of polities, they will probably have some kind of treaty agreements that will essentially standardize the process within Known Space. Aliens might have different procedures, but there would be some commonality.

I would say that coming up with those standard procedures could be pretty easy; think of a plane approaching the coastline of another country... There will be set frequencies for each Starport/System; Defined traffic lanes and designated parking orbits etc. all coordinated by the Starport. Violation of any of these rules will result in a fine at a minimum and depending on how serious the violation is, your ship could be impounded, you could go to jail or you could be shot at by System Defense Forces.

Even an unarmed starship is a HUGE danger to a planet or orbital installation in the wrong hands... I refer you back to the JTAS Adventure "A Dagger at Efate". Worlds are going to be very careful about who they let come near them and where they let those ships go.
