The problem with the first season or two of a Star Trek series being "rough" is that this is supposedly an anthology series, with story arcs lasting a season apiece. That means every season is going to be rough, as each season is expected to have an entirely new ship, crew, and era.
The anthology format I feel is going to be a big reason why this show fails, and I expect it to fail hard. One of the things about the various Star Trek shows is that the viewers became emotionally involved with the characters and cared about them, almost to the point that the characters gained a life of their own. With an anthology show, that emotional investment simply isn't possible, which is why this show is going to be all fluff and no substance. There simply isn't enough time in a season to establish that emotional attachment, so instead the shows are going to focus on things other than the characters.
